In the latest version of Senate Bill 605, a specific section now clarifies that certain regulations regarding wastewater management include areas of river basins that extend into other states. This change is important because it helps ensure that pollution controls and wastewater discharge permits are consistent across state lines, which can protect water quality for communities that share these water resources.

(3) Reducing unnecessary regulatory barriers allows municipalities and utilities in these subbasins to better plan and finance regional water infrastructure, improving affordability for consumers.
(4) Existing watershed planning and management systems within the Cape Fear River and Neuse River major river basins mitigate potential environmental impacts caused by intrabasin transfers.
