Plain-language change summary

The recent amendment to House Bill 283 added a new section that establishes a special account called the Small Business Research and Technology Account, which is intended to support North Carolina's SBIR/STTR Incentive and Matching Funds Programs. Additionally, it clarified the existing Small Business Investment Grant Account, ensuring it will provide competitive grants to small businesses for setting up or expanding facilities in the state. This change matters because it aims to bolster small businesses in North Carolina, helping to stimulate economic growth and innovation in the region.
