Rules and Operations of the Senate March 26, 2025 A BILL TO BE ENTITLED AN ACT TO REQUIRE CHARTER SCHOOLS REVIEW BOARD APPROVAL OF ALL STATE RULES RELATED TO CHARTER SCHOOLS, TO AUTHORIZE THE REVIEW BOARD TO HIRE LEGAL COUNCIL, TO EXEMPT CHARTER SCHOOLS FROM REPORTING CLASS RANK ON STUDENT TRANSCRIPTS, TO ALLOW CHARTER SCHOOLS TO USE ALTERNATE TEACHER EVALUATIONS, TO REQUIRE LOW-PERFORMING CHARTERS TO REPORT IMPROVEMENT PLANS TO THE REVIEW BOARD ONLY, TO ALLOW THE CHARTER SCHOOLS REVIEW BOARD TO REVIEW DECISIONS RELATED TO CHARTER SCHOOL FEDERAL FUNDING, TO CREATE AN EXPEDITED APPLICATION PROCESS FOR CERTAIN REMOTE CHARTER ACADEMIES, AND TO HAVE REMOTE CHARTER ACADEMIES GRADED SEPARATELY.

Page 2 DRS45352-NH-77BSenate Bill 689-First Edition General Assembly Of North Carolina Session 2025 (2) The Review Board notifies the State Board that the charter school has materially violated a term of its charter, has violated a State statute or federal law, or has had its charter terminated or nonrenewed.
Charter schools shall only be required to list the name, age, grade, address, date of charter enrollment, dateofcharterwithdrawal,districtofresidence,andstudentidentificationnumberofeachstudent as provided to the charter school bybythe the student's parent or guardian in the enrollment verification and transfer request document that the charter school submits to the local school administrative units.
A charter school, in its discretion, maymaytake take further steps to confirm the student's residence in a particular local school administrative unit.
