The recent changes to House Bill 459 add some explanation about the severe flooding and loss of life in North Carolina, indicating the urgency of the issue. Additionally, it maintains the fiscal thresholds for state revenue but slightly adjusts the structure of some lines to clarify timing for tax periods. These changes matter because they frame the context for the legislation and may impact decisions about fiscal policy in relation to addressing future disasters.
