Plain-language change summary

The recent changes to Bill SB 780 increased the minimum number of payroll deduction pledges required for organizations to qualify for soliciting contributions from state employees, raising it from 250 to 500. Additionally, organizations now must demonstrate that they meet this requirement in the most recent solicitation period rather than being allowed to count multiple previous periods. This change aims to ensure that only organizations with a strong level of support can solicit contributions, thereby potentially increasing the effectiveness and accountability of the solicitation process.
