Plain-language change summary

The latest version of HB 3802 has been updated to state that all scholarships managed by the Illinois Student Assistance Commission will not be affected by federal restrictions regarding financial aid for individuals with drug convictions. This means that anyone previously denied a scholarship due to such federal rules can now reapply. This change is significant because it seeks to provide more equitable access to educational opportunities for those who have faced legal challenges, helping to reduce the barriers created by past convictions.
