Plain-language change summary

The updated version of SB 90 includes a specific requirement that gas utilities must begin construction of a coal gasification facility by July 1, 2008, to enter into a 20-year supply contract. This change clarifies the timeline for utilities wanting to engage in this process and establishes conditions for cost recovery over the first ten years of supply. These adjustments are important as they set clearer parameters for gas utilities, potentially encouraging more investment in coal gasification projects while ensuring that costs remain reasonable for consumers.
