Plain-language change summary

The updated version of Bill SB 293 makes specific changes to the regulations around school contracts. It clarifies the conditions under which schools must award contracts for purchases over $10,000, ensuring they follow the low-bidder principle while allowing some exceptions for specialized services and unforeseen costs. This matters because it helps schools manage their budgets responsibly and ensures they can still obtain necessary services while maintaining accountability in their procurement processes.
