Plain-language change summary

The updated version of HB 27 has replaced a section that allowed county boards to regulate both public accommodations and adult entertainment facilities with a new provision focused solely on licensing adult entertainment facilities. This change narrows the scope of regulation to only include facilities associated with adult entertainment that also serve alcohol and are not covered by the Liquor Control Act. This matters because it could simplify oversight for counties, allowing them to manage adult entertainment facilities more effectively while not extending their authority over a broader range of businesses.
