Plain-language change summary

The recent changes to Bill HB 596 expand the definition of "emergency management worker" to include not only members of local agencies but also employees and volunteers from organizations like the Red Cross and various government agencies. Additionally, the sections on false personation of fire fighters and emergency management workers have been modified, removing penalties for falsely representing oneself as these roles during emergencies. This matters because it clarifies who qualifies as an emergency worker and reinforces legal consequences against impersonation, helping to ensure that those who respond in crises are properly recognized and held accountable.
