Plain-language change summary

The amendments to Bill SB 2744 indicate that any legal challenges regarding potential nuisances from new livestock management facilities can only be initiated after all necessary permits and approvals are obtained. This change reinforces the idea that as long as a facility has met all legal requirements for operation, it is assumed to be compliant until it is up and running. This matters because it aims to streamline the process for livestock operations and reduce the likelihood of preemptive lawsuits, which could create delays and uncertainty for farmers looking to establish new facilities.
