The amendments to SB 702 introduce new provisions regarding the valuation of certain military leases known as Public/Private Venture (PPV) leases in Illinois. Specifically, it establishes a framework for classifying and valuing these leases, which pertain to rental housing at naval facilities, over a defined period. This change matters because it clarifies how these leases are assessed for taxation purposes, potentially ensuring that they are treated fairly and consistently, which could affect funding and services in military communities.
