The amendments to SB 223 refine the language regarding how local programs for gifted and talented children must be approved by the State Board of Education to qualify for state funding. The change clarifies that programs must meet specific criteria for assessing and identifying gifted students, including a focus on fairness for underrepresented groups. This matters because it emphasizes equal opportunities for all students, ensuring that talent is recognized and nurtured across diverse backgrounds, which can lead to a more equitable educational system.
