Plain-language change summary

The updated version of SB 274 adds a requirement for public employers to provide a list of employees in the bargaining unit once per payroll period, exclusively for bargaining purposes. This change ensures that labor organizations can effectively represent all employees, while also maintaining confidentiality regarding the information in the list. Additionally, the section about non-member employees paying their fair share for collective bargaining costs has been clarified to reinforce that it should not exceed the dues paid by union members. These changes aim to enhance transparency and fairness in the collective bargaining process while respecting the rights of union members and non-members alike.
