Plain-language change summary

The recent amendments to Bill SB 2798 made several key changes to the management structure of county health departments. Notably, the bill now allows county health boards with populations of 200,000 or more to expand from 8 to 10 members when they take over municipal public health responsibilities. This change is significant because it gives localities more flexibility to bring in additional expertise, potentially improving public health outcomes. The bill also adjusted the population threshold from 180,000 to 200,000 for certain provisions, reflecting a focus on larger counties, which may have different public health needs than smaller ones.
