Plain-language change summary

The amendments to Bill SB 2489 add specific requirements for the installation of electric fences at terminal properties. These include safety measures like marking with signs, maintaining non-electric perimeter fences, ensuring that the fence isn't lethal, having proper insurance coverage, and regular inspections by a qualified electrician. This matters because it enhances safety for both the public and employees around the terminals, while also clarifying the legal framework for security measures in these facilities.
