Plain-language change summary

The amendment to Bill SB 2333 allows the environmental agency to accept anonymous citizen complaints, except for those related to agricultural production, where names and addresses are required. This change is significant because it encourages more people to report environmental violations without fear of retaliation, while still ensuring accountability in agricultural cases. Additionally, the agency must keep complainants' information confidential, providing an extra layer of protection for those who come forward.
