Plain-language change summary

The updated version of SB 28 states that drivers are now required to have liability insurance and sets a fine of $500 to $1,000 for those caught driving without it. Additionally, the amendments clarify that if a driver can prove they had insurance at the time of being stopped, they won’t be convicted. These changes are important because they aim to hold drivers accountable for having insurance, while also protecting those who can demonstrate they were compliant when cited.
