Plain-language change summary

The recent amendments to Bill HB 4137 introduce two key changes regarding state vehicle purchases. First, all gasoline-powered vehicles bought with state funds must now be either flexible fuel vehicles or fuel-efficient hybrid vehicles starting on July 1, 2007, rather than just flexible fuel vehicles. Additionally, the requirement for diesel vehicles has been adjusted from needing to run on 20% biodiesel (B20) to only needing to be certified for 5% biodiesel (B5) instead. These changes aim to broaden the types of environmentally friendly vehicles purchased by the state while adjusting the biodiesel standard to be more achievable.
