Plain-language change summary

The amendment to HB 4539 changes the requirement for court clerks regarding notifying the Secretary of State about partial payments of traffic fines. Previously, partial payments did not trigger a notification, but the updated version specifies that if a resident makes a partial payment of any traffic fine, the clerk must inform the Secretary of State. This change is important because it ensures that the Secretary of State is aware of all payment statuses, which could affect a person's driving record or license status.
