The amendments to Bill HB 3466 clarify the definition of a victim in cases of criminal sexual assault, specifying that it refers to individuals who are at least 13 years old but under 18. This change matters because it helps to provide clearer legal protection for minors and ensures that the law addresses the unique vulnerabilities of this age group in sexual assault cases. By tightening the language around victim definitions, the bill aims to enhance the response of the legal system to crimes against young individuals.
