Plain-language change summary

The latest version of SB 715 includes new provisions that require each county to record military discharge certificates free of charge and to provide a certified copy of these certificates to the individuals named in them at no cost. This change is important as it simplifies the process for veterans to access their discharge documentation, ensuring they have the necessary paperwork readily available without incurring any expenses. Additionally, a section related to legal actions against counties has been removed, streamlining the bill's focus on military service issues.
