Plain-language change summary

The amendment to Bill SB 151 changes the election date for raising taxes from the 2003 consolidated election to the 2004 general primary election. Additionally, it shifts the repeal date of the act from July 1, 2003, to July 1, 2004. These changes are significant because they provide more time for voters to consider the proposed tax increases, which aim to address the budget crisis and support essential services like education and healthcare.
