Plain-language change summary

The bill SB 2659 has been amended to clarify the responsibilities of townships and municipalities after annexation. Now, if a township with a sewage treatment plant is annexed, the township will continue to manage that part of the sewerage system and keep the user fees. Conversely, if the township does not have a treatment plant, the municipality will take over the sewerage system and collect the user fees. This change is important because it clearly defines who is responsible for sewer services and finances in annexed areas, ensuring that local governments have the right tools to manage these essential services effectively.
