The amendments to HB 45 make small adjustments to the language concerning early retirement programs for local governments. Specifically, it emphasizes that these units should aim to hire fewer replacement employees and keep their salaries to 80% of what the retired employees were earning. This change is significant because it encourages local governments to save more money while offering early retirement options to their employees, potentially easing budget constraints.
