Plain-language change summary

The bill has been amended to focus on the reimbursement process for emergency response agencies involved in hazardous material incidents. Specifically, responsible parties are now required to reimburse these agencies within 60 days for their response costs. If reimbursement does not occur, funds will be used to cover essential expenses incurred during the emergency response, but now there are specific criteria regarding what costs can be covered, including limits on the types of materials eligible for reimbursement. This change emphasizes accountability for responsible parties and ensures emergency responders have immediate support for their essential work.
