Plain-language change summary

The recent amendments to SB 3140 now include new provisions that strengthen protections for children. The changes make it clear that leaving a child under six unattended in a car for over ten minutes can result in a rebuttable presumption of endangerment, meaning the person would need to prove otherwise. Additionally, if a child is present in a location where serious drug-related crimes are taking place, there is also a presumption of wrongdoing by the adult responsible for the child. These updates are important as they aim to improve child safety in potentially harmful situations.
