Plain-language change summary

The amendment to Bill SB 2145 changes the wording regarding the acceptance and processing of uncontaminated broken concrete at pollution control facilities. Instead of listing the conditions in separate points, the updated version combines them into a single statement, clarifying that the materials must be separated and processed while ensuring they aren't kept on-site for too long. This matters because it aims to streamline regulations for these facilities, potentially making it easier for them to operate while still maintaining environmental standards.
