Plain-language change summary

The amendment to bill HB 5415 changed the way representatives from the Cook County Board of Commissioners are appointed, shifting from allowing a designee to requiring the actual commissioner. This is important because it strengthens accountability by ensuring that a specific elected official directly participates in the process instead of delegating the responsibility to another individual. Overall, these changes aim to enhance the representation and decision-making of the committee involved.
