Plain-language change summary

The updated version of HB 313 removes several categories of vehicles from the safety testing requirements, specifically excluding those displaying Illinois antique vehicle plates, house trailers, and certain governmental vehicles. This change simplifies compliance for vehicle owners in these categories, which may ease the burden on farmers and municipalities. By reducing the number of vehicles subject to these safety tests, the amendment aims to focus resources on higher-risk vehicles while still ensuring safety standards are met for those that remain under regulation.
