The bill establishes specific time frames for veterans' active service eligibility for civil service preferences and adjusts points given for promotions based on the timing of military service.

  • 65 ILCS 5/10-1-16

engaged in the active military or naval service of the United States for a period of at least one year → engaged in the military or naval service of the United States at any time during the years 1898 through 1902, 1914 through 1919, at any time between September 16, 1940 and July 25, 1947, or at any time during the national emergency between June 25, 1950 and January 31, 1955, or at any time between January 1, 1961 and the date Congress declares the Viet Nam conflict ended

This change specifies particular time periods for military service eligibility instead of a general one-year service requirement.

  • 65 ILCS 5/10-1-16

7-tenths of one point for each 6 months or fraction thereof of active military or naval service not exceeding 30 months. → seven-tenths of one point for each 6 months or fraction thereof of military or naval service not exceeding 30 months.

This maintains the point system for military service when considering promotional appointments but removes the distinction of 'active' service.

  • 65 ILCS 5/10-1-16

by adding to the final grade average which they will receive as the result of any promotional examinations commencing prior to September 1, 1949, six-tenths of one point for each 6 months or fraction thereof of military or naval service not exceeding 30 months → by adding to the final grade average which they will receive as the result of any promotional examinations held commencing on or after September 1, 1949, six-tenths of one point for each 6 months or fraction thereof of military or naval service not exceeding 30 months

This specifies that a different point system applies to promotional examinations based on whether they commenced before or after September 1, 1949.
