Plain-language change summary

The changes to SB 2163 lower the age at which individuals can apply for a Firearm Owner's Identification Card from 21 to 18 years old, without needing parental consent. This amendment is significant because it allows younger adults to have greater access to firearms, which could have implications for public safety and youth responsibility. The change takes effect immediately upon passing.
