The recent amendments to SB 985 strengthen the rights of state employees to organize and engage in collective bargaining. The changes clarify that employees can choose their representatives for negotiations and participate in collective actions, while also ensuring they have the right to opt-out of such activities if they wish. Additionally, the amendment has removed a section that required a final and binding arbitration procedure in grievances, which can allow for more flexibility in resolving disputes. These changes are significant as they aim to enhance employee protections while potentially transforming how disputes are handled.
