AN ACT INCREASING THE THRESHOLD FOR SEALED BIDDING ON CERTAIN MUNICIPAL CONTRACTS.
Subsection (a) of section 7-148v of the general statutes is repealed andthefollowing issubstituted in lieuthereof(EffectiveOctober 1, 2025):

Municipalities Effect FY 26 $ FY 27 $ All Municipalities Savings Potential Potential Explanation The bill permits municipalities to increase the threshold for sealed bidding for the award of any contract or the purchase of any real or personal property by the municipality from $25,000 to $35,000.
There are potential savings to municipalities associated with reduced administrative and advertising costs resulting from fewer contracts and purchases requiring sealed bidding.
The savings depend upon the contracting process of a municipality.
For example, municipalities that advertise formal sealed bids would realize reduced marketing costs.
The Out Years The annualized ongoing fiscal impact identified above would continue into the future subject to inflation.

27 OLR Bill Analysis sSB 1184 AN ACT INCREASING THE THRESHOLD FOR SEALED BIDDING ON CERTAIN MUNICIPAL CONTRACTS.
SUMMARY This bill increases, from $25,000 to $35,000, the maximum value of contracts or purchases that a municipality may exempt, by ordinance, from its sealed bidding requirements.
By law, municipalities may adopt ordinances establishing competitive bidding requirementsfor awarding contractsor buyingreal or personal property, regardless of their charters or special acts.
These ordinances may exempt contracts or purchases valued at less than a specified amount from sealed bidding requirements, except when the statutes require sealed bids.
