This act shall take effect as follows and shall amend the following sections:

657 OLR Bill Analysis SB 1520 AN ACT CONCERNING AN AMENDMENT TO THE FREEDOM OF INFORMATION ACT CONCERNING EDUCATION RECORDS.
SUMMARY This bill specifies that the Freedom of Information Act’s disclosure exemption for recordscovered by the federalFamily Educational Rights and Privacy Act (FERPA) applies to education, rather than “educational,” records exempt from FERPA, which conforms with terminology used in FERPA (20 U.S.C.
§ 1232g(4)).
It also specifies that the exemption applies to FERPA as it existed on January 3, 2012.
EFFECTIVE DATE:
July 1, 2025 BACKGROUND Related Bill HB 6882 (File 81), reported favorably by the Government Oversight Committee, has a substantially similar provision (it does not specify the applicable FERPA revision date).
