5398 As Amended by House Amendment Schedules "A", "B", "C", "D" and "E" Approved by the Legislative Commissioner May 1, 2024 AN ACT REQUIRING A STUDY OF COMMUNICATION SYSTEMS USED BY PUBLIC SAFETY PERSONNEL AND PRIVACY CONCERNS.
(Effective from passage) (a) The Division of State-wide Emergency Telecommunications within the Department of Emergency Services and Public Protection shall study the policies and practices related to the use of communication systems among public safety personnel, identify any concerns regarding the sharing of private information, such as health information, through such systems, and recommend appropriate changes to such policies and practices regarding the sharing of such information.
(Effective from passage) (a) The Division of State-wide Emergency Telecommunications within the Department of Emergency Services and Public Protection, the Department of Public Health, the Department of Developmental Services and the Department of Mental Health and Addiction Services shall, jointly, study the policies and practices related to the use of communication systems among public safety personnel, identify any concerns regarding the sharing of private information, such as health information, through such systems, and recommend changes, if any are deemed appropriate, to such policies and practices regarding the sharing of such information.
In conducting such study, the division shall consult with the Emergency Medical Services Advisory Board, established pursuant to section 19a-178a of the general statutes, the Commission on Fire Prevention and Control, established pursuant to section 7-323k of the general statutes, and the Police Officer Standards and Training Council, established pursuant to section 7-294b of the general statutes.
In conducting such study, the division, the Department of Public Health, the Department of Developmental Services and the Department of Mental Health and Addiction Services shall consult with the Emergency Medical Services Advisory Board, established pursuant to section 19a- HB5398 / File No.
(b) Not later than January 1, 2025, the division shall submit a report, LCO 1778 1 of 2 Bill No.

5398 inaccordancewiththeprovisionsofsection11-4aofthegeneralstatutes, to the joint standing committee of the General Assembly having cognizance of matters relating to public safety and security.

None Explanation The bill requires (1) the Division of State-wide Emergency Telecommunications within the Department of Emergency Services and Public Protection, (2) the Department of Public Health, (3) the Department of Developmental Services, and (4) the Department of Mental Health and Addiction Services to jointly conduct a study of communications systems used by public safety personnel and related privacy concerns, resulting in no fiscal impact to the state because the agencies have the expertise to meet the requirements of the bill.
House "A" requires that the Connecticut Police Chiefs Association be consulted in conducting the study required by the underlying bill and results in no fiscal impact.
