AN ACT REQUIRING A STUDY CONCERNING THE FUNDING FOR AND EFFECTIVENESS OF THE COMMUNITY GUN VIOLENCE INTERVENTION AND PREVENTION PROGRAM.
(Effective from passage) The Commissioners of Public Health and Revenue Services and the Secretary of the Office of Policy and Management shall jointly study the sustainability of funding for the community gun violence intervention and prevention program established pursuant to section 19a-112i of the general statutes and the effectiveness of such program in preventing and otherwise reducing gun violence in the state.
(Effective from passage) The Commissioner of Public Health and the Secretary of the Office of Policy and Management, in collaboration with the Commission on Community Gun Violence Intervention and Prevention, established pursuant to section 19a-112j of the general statutes, shall study the sustainability of funding for the community gun violence intervention and prevention program established pursuant to section 19a-112i of the general statutes, as amended by this act.
Not later than January 1, 2025, the commissioners and secretary shall jointly report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health and appropriations and the budgets of state agencies regarding the outcome of the study.

107 This act shall take effect as follows and shall amend the following sections:

Section 19a-112i of the general statutes, as amended by this act, is repealed and the following is substituted in lieu thereof (Effective from passage):
107 The following Fiscal Impact Statement and Bill Analysis are prepared for the benefit of the members of the General Assembly, solely for purposes of information, summarization and explanation and do not represent the intent of the General Assembly or either chamber thereof for any purpose.
(a) The Department of Public Health shall establish a community gun violence intervention and prevention program to (1) fund and support the growth of evidence-informed, community-centric community violence and gun violence prevention and intervention programs in the state, (2) strengthen partnerships among the community, state and federal agencies involved in community violence prevention and intervention, (3) collect timely data on firearm-involved injuries and deaths and make such data publicly available, (4) evaluate effectiveness of violence intervention and prevention strategies implemented under the program, (5) determine community-level needs by engaging with communities impacted by gun violence, and (6) secure state, federaland other funds for the purposes of reducing community gun violence.
(b) Not later than January 1, 2023, and annually thereafter, the Commissioner of Public Health shall submit a report to the joint standing committee of the General Assembly having cognizance of matters relating to public health, in accordance with the provisions of section 11-4a, concerning the activities of the program during the preceding twelve-month period.
Not later than January 1, 2025, and annually thereafter, such report shall include any updates related to the effectiveness of the program in preventing and otherwise reducing gun violence in the state.
This act shall take effect as follows and shall amend the following sections:

None Explanation The bill, which requires a study by 1/1/2025 of the sustainability of funding for, and the effectiveness of, the Department of Public Health's (DPH's) community gun violence intervention and prevention program by DPH, the Department of Revenue Services, and the Secretary of the Office of Policy and Management, is not anticipated to result in a fiscal impact to the state or municipalities.

The agencies tasked with the study have the expertise required to complete it.
Section 1 of the bill tasks the Department of Public Health (DPH) and the Office of Policy and Management (OPM) with studying funding sustainability for DPH's community gun violence intervention and prevention program, which does not result in a fiscal impact as DPH and OPM have the necessary expertise to complete this study.
The Out Years State Impact:
Section requires specified annual reporting by DPH, which is also not anticipated to have a fiscal impact as DPH has the necessary expertise to fulfill this reporting requirement.
House "A" strikes the language of the underlying bill and its associated fiscal impact.
Section 1 tasks DPH and the Department of Revenue Services (DRS) with studying the sustainability of funding for DPH's community gun violence intervention and prevention program, which was not anticipated to result in a fiscal impact.
Section 2 requires specifiedannualreporting by DPHthat isnotanticipatedto have afiscal impact.
House "B" removes DRS from study obligations with DPH tasking, instead, OPM to work with DPH on the study.

EFFECTIVE DATE:
Upon passage BACKGROUND Gun Violence Intervention and Prevention Program and Commission PA 22-118 required DPH to create a community gun violence intervention and prevention program to, among related tasks, (1) fund and support the growth of evidence-informed, community-centric community and gun violence prevention and intervention programs in the state;
(2) determine community-level needs by engaging with communities impacted by gun violence;
and (3) secure state, federal, and other funds to reduce community gun violence.
PA 22-118 also created a Commission on Community Gun Violence Intervention and Prevention to advise the DPH commissioner on developing evidence-based, evidence-informed, community-centric gun programs and strategies to reduce community gun violence in the state.
