OFA Fiscal Note State Impact:
Agency Affected Fund-Effect FY 25 $ FY 26 $ Department of Transportation TF - Cost See Below $34.8 million Note:
TF=Transportation Fund Municipal Impact:
None Explanation The bill requires the Department of Transportation (DOT) to restore service on the Shore Line East rail line to pre-COVID levels.
The full-year costs for restoring services by July 1, 2024, as required by the bill, are $33.2 million.
However, given the required notice and hearing processes and other operational issues, it is expected that DOT would be unable to meet the bill's initial deadline.
It is likely to take at least an additional six months to implement, which would lead to an anticipated cost of less than half the annual total, or less than $16.6 million.
The full-year FY 26 cost is approximately $34.8 million, which includes anticipated cost growth in overall expenses related to SLE operations.
The Out Years The annualized ongoing fiscal impact identified above would continue into the future subject to inflation.
