providing that the completion of the feasibility study is subject to specific appropriation;

(a) Allow law enforcement agencies in all counties in the state to access, update, and share pawn data in real-time.
As authorized by and consistent with funding specifically appropriated in the General Appropriations Act, the Department of Law Enforcement shall complete the feasibility study required by this act.
