316.183 Unlawful speed.— (5) A No person may not shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law, including, notwithstanding subsection (2), a local ordinance regarding the operation of a motor vehicle on flooded or inundated streets.
