Plain-language change summary

The revised version of Bill HB 513 expands the definition of "registered mail" to include not only traditional registered and certified mail but also any delivery service that provides proof of mailing and delivery, such as services offered by private companies. Additionally, it introduces a new definition for "return receipt requested," which encompasses any electronic confirmation methods used by major delivery services. These changes clarify and modernize how notices are delivered, which is important to ensure that legal and official communications are reliably documented and verified.
