AN ACT CONCERNING THE RECONVEYANCE OF A PARCEL OF STATE LAND IN THE CITY OF MIDDLETOWN.
The conveyance shall be subject to the approval of the State SB457 / File No.
The conveyance shall be subject to the approval of the State Properties Review Board.

457 30, 2029, the Shiloh Baptist [Church] Community Development Corporation shall [convey said parcel of land to a nonprofit corporation, which shall] use the parcel for moderate-income housing and [educational,]recreationalorcommunityfacilitiesopentothepublic.Such housing and facilities shall comply with all nondiscrimination requirements concerning the occupancy of housing or the use of facilities, which are developed in whole or in part with federal assistance, and said parcel of land and such housing and facilities shall not be used for the teachingorpracticingofreligion.If(1)[theShilohBaptistChurchdoesnot conveysaidparceloflandtosuchacorporationbytheendofsuchperiod, (2)] said parcel of land is not used for the development of such housing and facilities by June 30, 2029, or [(3)] (2) such housing or facilities do not comply with such requirements at any time after the conveyance of the parcel occurring on or after July 1, 2024, the parcel of land shall revert to thestateofConnecticut.Thereverterprovisionsofthissubsectionineffect on and after July 1, 2024, shall replace and extinguish any prior reverter provisions recorded on the city of Middletown Land Records, including in the deed recorded in Volume 1278 at Page 942 of said land records.

None Explanation The bill modifies a conveyance of land that was first legislated in SA 95-25, then modified to correct a reversion to state control in PA 05-279.
Current ownership status of the property is unclear.
If the property is currently under state control, the bill results in a loss of an asset to the state.
If the property is currently under control of the private recipient, there is no immediate fiscal impact.
In either scenario, if the recipient fails to use the property for an allowable use between July 1, 2024 and June 30, 2029 the asset would revert to state control under the revised terms of the bill.
Thelandconveyanceissubjecttothereviewandapprovalof theState Properties Review Board.
The Out Years The conveyance action is one time in nature.
Control of the asset would continue into the future as described above.
