31 OLR Bill Analysis HB 5128 AN ACT REQUIRING DISCLOSURE OF SCHOLARSHIP DISPLACEMENT POLICIES AT INSTITUTIONS OF HIGHER EDUCATION.
SUMMARY This bill requires each higher education institution in the state to disclose its policy on reducing the amount of financial aid it offers to a current or prospective student who receives a scholarship (“scholarship displacement”) in:
1.
the initial financial aid packaged offered to each current or prospective student, and 2.
a report submitted to the Higher Education and Employment Advancement Committee by January 1, 2025.
