AN ACT CONCERNING THE TRANSFER OF PERSONS WHO ARE INCARCERATED BETWEEN CORRECTIONAL FACILITIES AND THE USE OF BODY SCANNING MACHINES IN CORRECTIONAL FACILITIES AS AN ALTERNATIVE TO THE USE OF STRIP SEARCHES.
(b) Upon the release of any person from a correctional facility, whether at the scheduled termination date of a determinate sentence or prior to such date on account of the transfer of such person to a public or private nonprofit halfway house, group home or mental health facility or approved community residence pursuant to section 18-100, the reduction of such sentence due to good conduct and obedience to sSB1196rules /or Filereceipt of an outstandingly meritorious performance award, or any other early release provision, the Commissioner of Correction or [his] thecommissioner's designee shall notify any victimofthecrime for which such person is incarcerated of such person's release if such victim Substitute Senate Bill No.

6031196 Commissioner of Correction shall issue a request for proposal for the procurement of body scanning machines to be used for the purpose of conducting full-body x-ray screenings of persons who are incarcerated so as to (1) allow correctional facility staff to identify contraband such as weapons, cellphones and drugs, in and on the body, and (2) reduce the numbers of strip searches conducted to perform searches for contraband.
On or before February 1, 2024, the Commissioner of Correction shall report, in accordance with the provisions of section 11- 4a ofthegeneralstatutes,tothejointstandingofthegeneralstatutes, to thejointstanding committeesoftheGeneral Assembly having cognizance of matters relating to the judiciary, finance, revenue and bonding, and appropriations and the budgets of state agenciesontheissuance oftherequest for proposalrequiredunder this section.

603 OLR Bill Analysis sSB 1196 AN ACT CONCERNING THE TRANSFER OF PERSONS WHO ARE INCARCERATED BETWEEN CORRECTIONAL FACILITIES AND THE USE OF BODY SCANNING MACHINES IN CORRECTIONAL FACILITIES AS AN ALTERNATIVE TO THE USE OF STRIP SEARCHES.
SUMMARY This bill requires the Department of Correction commissioner, when transferring an incarcerated individual from one correctional facility to another, to notify the (1) victims of the crime for which the person is incarcerated and (2) transferred person’s immediate family members.
The commissioner must make the notifications only if these individuals requested it and have provided him with a current residential or email address.
The bill also requires the commissioner, by January 1, 2024, to issue a request for proposal (RFP) to procure body scanning machines that allow correctional facility staff to conduct full-body x-ray screenings of incarcerated individuals to (1) identify contraband inside and outside of the body (e.g., weapons, cell phones, or drugs) and (2) reduce the number of strip searches they perform.
The commissioner must report to the Judiciary;
Finance, Revenue and Bonding;
and Appropriations committees on the RFP’s issuance by February 1, 2024.
Additionally, the bill requires the commissioner, by February 1, 2024, to report to the same committees on the body scanning machines, including on the following topics:
1.
the status of procuring them and the estimated costs of installing and using them in all correctional facilities;

and 4.

Lastly, the bill makes technical changes.
EFFECTIVE DATE:
Upon passage, except the notification provision is effective October 1, 2023.
