AN ACT REQUIRING BACKGROUND CHECKS FOR RENEWAL OF A SECURITY OFFICER LICENSE.
The commissioner shall require any applicant for a license, or for renewal of a license, SB968under /this Filesection No.to submit to state and national criminal history records checks conducted in accordance with section 29-17a, provided an applicant for renewal of a license shall not be charged any fee pursuant to subsection (c) of section 29-11 for such records checks.

Each applicant shall submit with the application two sets of his or her fingerprints on forms specified and furnished by the commissioner, two full-face photographs, two inches wide by two inches high, taken not earlier than six months prior to the date of application, and a one- hundred-dollar licensing fee, made payable to the state.
Subject to the provisions ofsection46a-80,of section 46a- 80, no personshallbeapprovedforperson alicenseshall be approved for a license who hasbeenhas been convicted of a felony, any sexual offense or any crime involving moral turpitude, or who has been refused a license under the provisions of sections 29-161g to 29-161x, inclusive, for any reason except minimum experience, or whose license, having been granted, has been revoked or is under suspension.
Such license shall be renewed every five yearsyears. for a one- hundred-dollar fee.

None Explanation The bill requires security officers to submit to a state background check when renewing their license, resulting in a potential revenue gain to the General Fund and the Applicant Fingerprint Card Submission Account within the Department of Emergency Services and Public Protection (DESPP), to the extent that additional background checks are conducted.
DESPP conducts state background checks for a $75 fee per person, paid to the General Fund.
State background checks also require fingerprinting, which DESPP conducts for a $15 fee per person, paid to the Applicant Fingerprint Card Submission Account.
1 The Out Years The annualized ongoing fiscal impact identified above would continue into the future subject to the number of additional background checks conducted.
1Funds in the non-lapsing Applicant Fingerprint Card Submission Account are used for IT support and maintenance for the fingerprinting systems.

243 OLR Bill Analysis SB 968 AN ACT REQUIRING BACKGROUND CHECKS FOR RENEWAL OF A SECURITY OFFICER LICENSE.
SUMMARY Existing law requires applicants for a security officer license to submit to a state and national criminal history records check done through the State Police in keeping with state law.
This bill requires licensed officers to also submit to these checks when renewing their licenses (i.e., every five years).
EFFECTIVE DATE:
July 1, 2023 BACKGROUND Security Officers Defined By law, a “security officer” is a licensed and registered person hired to safeguard and protect people and certain property by (1) detecting or preventing unlawful intrusion, entry, larceny, vandalism, abuse, arson, or trespass or (2) preventing, observing, or detecting unauthorized activity.
A security officer may be employed by a (1) security service, or (2) non-security business as a uniformed employee who performs security work in an area of the business’s premises to which the public has unrestricted access or access only by paid admission (CGS § 29- 152u(7)).
Related Bill HB 6653, § 4, favorably reported by the Public Safety and Security Committee, allows the Department of Emergency Services and Public Protection (DESPP) to send expiration notices and renewal applications by email for security officer licenses.
Under current law, DESPP must send them by first class mail.
