322 OLR Bill Analysis sHB 6586 AN ACT CONCERNING SUPPLEMENTAL NUTRITION ASSISTANCE.
SUMMARY This bill requires the Department of Social Services (DSS) commissioner to stagger distribution of Supplemental Nutrition Assistance Program (SNAP) benefits over at least eight days beginning July 1, 2023, for beneficiaries who enroll on or after that date.
Under current practice, DSS distributes SNAP benefits for all beneficiaries over a three-day period.
The bill also requires DSS to submit a plan to the Human Services Committee by December 15, 2023, to stagger distribution of program benefits to all beneficiaries beginning January 1, 2024, in a way that minimizes the number of days beneficiaries must wait for benefits from the distribution schedule in use at the time.
Under the bill, both the above benefits distribution and plan requirements apply to once-monthly SNAP benefits.
With certain exceptions, federal regulations generally prohibit state SNAP agencies from distributing SNAP benefits to beneficiaries more frequently than once per month, but allow them stagger distribution throughout the month or across a shorter timeframe (7 C.F.R.
274.2(c)(1) & (d)(1)).
