Whereas, on April 2, 2025, President Trump declared a national emergency was declared pursuant to the International Emergency Economic Powers Act (IEEPA),(IEEPA) which enabledresulted himin to impose a 10 percent base tariff on all foreign goods imported from foreign countries into the United States and even higher tariffs on specified trading partners;
and Whereas, low-income American households have been hit hardest by the price increases caused by Presidentthese Trump'stariffs tariffs, with subsequent price increases on essential goods like food, clothing, electronics, and used vehiclesvehicles; rising in cost already;
and Whereas, economists broadly agree that tariffs functionare as taxes on imports,imports which are passed on to consumers and businesses in the form of higher prices;
and Whereas, increasesrecent intariffs thehave costled of imported goods by President Trump's tariff policies will lead to higher costs of living costs for New Hampshire residents and higher operating costs for New Hampshire businesses;
