Plain-language change summary

The recent changes to Bill HB 5 include the addition of a section declaring an emergency related to disaster relief funding. The bill maintains its appropriation of $155 million for the West Kentucky State Aid Funding for Emergencies (SAFE) Fund but specifies how $45 million will be used to support school districts and emergency housing following the December 2021 storms and tornadoes. This clarity is important because it outlines how funds will directly help affected communities, ensuring that they receive necessary services and rebuild efficiently after the disasters.
