Plain-language change summary

The updated version of HB 1089 includes a new chapter that clarifies the bill's purpose: to allow the Department of Environmental Services to assess and address contamination risks to new community water systems. It specifies that when drawing less than 57,600 gallons of groundwater in any 24-hour period, the withdrawal must not negatively affect nearby private water supply wells. This change is important because it aims to protect existing water supplies while allowing for new community water sources. The bill will take effect 60 days after its approval on June 19, 2026.
