149, As Amended in the Senate BY BUSINESS COMMITTEE AN ACT RELATING TO SELF-FUNDED HEALTH CARE PLANS;
(c) Any plan administered by or for the federal government or , a fed- eral agency thereof, or any county of this the state, provided that any county that has an unregistered self-funded plan in effect on and prior to July 1, 2019, shall register with the director but shall be exempt from requirements in this chapter conflicting with the existing plan for a period of five (5) years .

(5) Up to one-third (1/3) of the surplus required by this section may be funded by a clean, irrevocable letter of credit, in a form acceptable to the director, issued in favor of the trust fund by a federally or state-chartered bank having a branch office in Idaho.
